JAMAL M AL-REFAI

Stages of my career, business, political, diplomatic and humanitarian work, since the year { 1996 } to { 2024 }

My professional journey began in 1996 with the establishment of a local company specializing in general trading and contracting, laying the foundation for a long track record of achievements. In 2005, I assumed the position of Regional Manager for GTM, a British company. In 2006, I worked as a Supervisor at CHF. Later, in 2008, I held the position of General Manager in the Anbar Provincial Council, and in 2011, I represented the Minister of State for National Reconciliation Affairs within the General Secretariat of the Council of Ministers.

In 2013, I transitioned to investment in Thailand, establishing a hotel and restaurant. By 2016, I joined “ICAF,” an organization affiliated with the United Nations, followed by my work in 2017 with “WFDP,” another UN-affiliated organization.

Since 2018, I have represented four foreign companies as a Regional Manager, which motivated me in 2024 to establish REFAI GROUP UK, a group of companies specializing in various fields. The group was officially registered in the United Kingdom, with its headquarters located in the vibrant city of London, continuing its vision of excellence and leadership across multiple sectors.

American CHF Organization

In 2006, I was nominated for the position of Supervisor at “CHF,” the American Cooperative Housing Foundation specializing in financing small projects in Iraq. I played a pivotal role in achieving significant successes by following up with project owners and providing effective consultations to help them develop their businesses and enhance sustainability for long-term growth.

Civil Society Organizations (NGO)

In February 2007, I assumed the position of Deputy Secretary-General of the Organization for the Welfare of Families of Terrorism Victims, a civil society organization (NGO) focused on coordinating efforts between the victims’ families and the Iraqi government to provide support and assistance. The organization achieved remarkable success and received official recognition from several Iraqi ministries for its effective humanitarian efforts.

Anbar Governorate Council

In 2008, we founded a political party named “The National Union for Iraqi Youth,” in collaboration with a distinguished group of prominent figures and promising young individuals. The party was officially registered with the General Secretariat of the Council of Ministers and the Independent High Electoral Commission. We succeeded in winning three seats in the Anbar Provincial Council, where I held the position of General Manager.

In 2010, through my position in the Anbar Provincial Council, I was nominated for the role of Representative of the Minister of State for National Reconciliation Affairs, under the leadership of His Excellency Dr. Amer Al-Khuzaie. During this period, we achieved remarkable accomplishments that significantly contributed to advancing national reconciliation efforts in Iraq, recognized by many individuals we worked with.

Sunni Endowment Ministry

In June 2010, I was assigned by the Ministry of National Reconciliation to coordinate, supervise, and follow up between the Sunni Endowment Office and the Ministry. I conducted an official visit to the Sunni Endowment Office, where I was formally received by the Head of the Office at the time, Mr. Mahmoud Al-Sumaidaie, to enhance cooperation and achieve mutual objectives.

My career in diplomacy - ICAFE

In June 2016, I joined the diplomatic field through my work with the “ICAFE” Intergovernmental Organization for Excellence, affiliated with the United Nations. I collaborated with the Anbar Provincial Council on post-liberation reconstruction and signed cooperation protocols with governmental entities and the Jihan Group Board of Trustees. We presented future visions that significantly contributed to development and reconstruction in Iraq.

My career in diplomacy - WFDP

In April 2017, I received a call from His Excellency Ambassador Akrami Al-Zaghat, Secretary-General of the “WFDP” organization affiliated with the United Nations. I was offered the position of Special Advisor to represent the organization in Iraq. After receiving the appointment letter, I initiated communication with government ministries and civil society organizations to enhance collaboration and achieve notable successes in Iraq.

I conducted an official visit to the Sunni Endowment Office to deliver the supervision and follow-up document, where His Excellency Dr. Mahmoud Al-Sumaidaie expressed his welcome and cooperation. Through this collaboration, previous issues were resolved, and I received a letter of appreciation in recognition of my efforts.

Under the guidance of His Excellency Dr. Ammar Al-Khuzaie, Minister of National Reconciliation, an official visit was conducted to the Anbar Operations Command, led by Major General Rashid Flaih. During the visit, a meeting was held with the presence of Anbar Governor Ahmed Al-Dulaimi and the Chairman of the Security Committee in the Provincial Council. Discussions focused on supporting security forces in the province through strengthened collaboration with tribal leaders.

The Third National Reconciliation Harvest Conference

Under the guidance and support of Prime Minister Nouri Al-Maliki and His Excellency Dr. Amer Al-Khuzaie, Minister of National Reconciliation, I was assigned to prepare for the National Reconciliation Conference under the slogan “The Third National Reconciliation Harvest Conference: No to Dividing Iraq.” The federal government decided to hold this conference in response to the demands of the Anbar government, tribal leaders, and dignitaries calling for separation and the establishment of a federal region. This prompted the Prime Minister and the Minister of National Reconciliation to announce their presence in Anbar to listen to these demands and work to prevent the division of Iraq into regions.

I formed a working team and invited tribal leaders and dignitaries from Anbar, as well as officers and commanders from the former army, to foster understanding and open a new chapter with the federal government. The conference was attended by over 2,700 participants, as recorded through registration, including tribal leaders, dignitaries, members of the Anbar Provincial Council, and the Governorate Office.

The conference was highlighted by a powerful speech from His Excellency Dr. Amer Al-Khuzaie, who listened to the attendees’ demands without restrictions, conveyed the Prime Minister’s greetings, and expressed the federal government’s commitment to fulfilling Anbar’s requirements.

The conference achieved remarkable success and wide acclaim, and I received letters of appreciation in recognition of my efforts in organizing this significant national event, which strengthened unity and promoted constructive dialogue.

My mission is to hold a conference in Mosul governorate

With the support of His Excellency Dr. Amer Al-Khuzaie, a conference was held in Mosul Governorate to listen to the demands of the local government, dignitaries, tribal leaders, and clans of the province. Invitations were extended to everyone without exception, reflecting a genuine commitment to transparency and inclusivity.

The conference was met with positive reactions from attendees, achieving significant participation and engagement. It was particularly successful as it followed the Anbar conference, responding to the demands of Mosul dignitaries who called for a similar conference to address their concerns.

This conference marked an important step toward fostering constructive dialogue and strengthening cooperation between local communities and the federal government, emphasizing the importance of supporting national reconciliation and reinforcing unity across Iraq.

With the support and directives of Prime Minister Nouri Al-Maliki, and under the close supervision and follow-up of His Excellency Dr. Amer Al-Khuzaie, Minister of State for National Reconciliation, I was entrusted with a critical national duty that reflects the commitment to enhancing security and stability in Iraq. This assignment came after the remarkable success of the National Reconciliation Conferences held in Anbar, Mosul, Baghdad, and the Baghdad Belt, which had a significant positive impact on citizens and tribal leaders, strengthening cooperation between the community and the federal government.

Under the guidance of tribal leaders who attended these conferences and were inspired by His Excellency’s address, they decided to surrender their weapons and join the government to combat terrorism and liberate Iraqi lands.

I was assigned to oversee this vital mission, in collaboration with the people and dignitaries of Anbar province, and with the assistance of Major General Rahim Rasn, Commander of Al-Muthanna Brigade, who provided the equipment and logistics necessary for the successful completion of the task.

In recognition of my efforts, I received official letters of appreciation, underscoring the importance of this achievement in advancing national reconciliation and enhancing Iraq’s security and stability.

My humanitarian work in civil society organizations (NGO)

In February 2008, I assumed the position of Deputy Secretary-General of the “Organization for the Welfare of Families of Terrorism Victims”, a civil society organization (NGO) dedicated to supporting families affected by terrorism. The organization worked effectively to coordinate between the needs of the victims’ families and the Iraqi government to ensure the provision of necessary assistance and the fulfillment of their requirements.

The organization achieved remarkable success and distinguished itself among its peers, significantly improving the conditions of many families. In recognition of these humanitarian efforts, we received official letters of appreciation from several Iraqi ministries, reflecting the vital role the organization played in promoting community and humanitarian work in Iraq.

Performing a duty with Sultan Tahir, Deputy Sultan of Bahra

On 28/5/2012, an explosive device detonated on the highway, resulting in the martyrdom of two individuals of Indian nationality belonging to the Bohra community, who hold significant status in the Middle East and across the world. Following a call from Sheikh Taher Al-Bohra, Deputy Sultan of the Bohra, and an invitation from the Anbar Provincial Council, I was tasked, as the Representative of the Ministry of State for National Reconciliation in Anbar, with receiving the bodies of the martyrs and delivering them to their families in Najaf Province. This was due to Najaf’s initial refusal to receive the bodies and Anbar’s inability to transport them due to the precarious security situation at the time.

Despite the risks involved, I took on this responsibility to uphold the image of our work and demonstrate our commitment to aiding all communities. I coordinated with the Anbar Operations Commander to secure an ambulance and protective vehicles for the mission. Personally, I received the bodies and transported them from Anbar to Baghdad, and then to Najaf Province, accompanied by Sheikh Taher Al-Bohra, Deputy Sultan and representative of the Bohra community in the Middle East.

The bodies were handed over to the Forensic Medicine Department in Najaf. A detailed report on the incident was submitted to the Minister of State for National Reconciliation, who conveyed the task’s importance to the Prime Minister. I received expressions of gratitude for this significant mission, recognizing the Bohra community’s esteemed position in the Middle East and globally. Official thanks and appreciation were extended for the efforts made.

Anbar Governorate Council

In 2008, in collaboration with a group of distinguished figures and ambitious youth, we decided to engage in the political process to present a new vision aimed at serving the nation and society. Based on this objective, we established a political party named “The National Union for Iraqi Youth”, which was officially registered with the General Secretariat of the Council of Ministers and the Independent High Electoral Commission.

The party nominated three candidates for the elections, achieving significant success by winning three seats in the leadership of the Anbar Provincial Council. Subsequently, I assumed the position of General Manager in the Anbar Provincial Council, where I worked to enhance cooperation and development to serve the people of the province and fulfill their aspirations for a better future.
